Is There Being Excessive Noise On An Echocardiogram And EKG Indicative Of A (serious) Problem?

It does not indicate a heart problem. Noise can be from a bad electrical connection, A bad lead, lead reversals by the technician, or motion such as a muscle twitch or movement, most of the time it is a lead issue. The area has to be prepared (wiped with alcohol to remove any cream or sweat) and the leads have to be in the proper location and the right kind for the machine in use. Electrode storage and selection are critical for a good EKG. Most of the time it is a lead problem. The problem with the noise is that it does not give a good EKG and the Q waves can be compromised. The tech should either get another machine or have someone else repeat the EKG with different equipment.
